A pure vacuum doesn´t exist, even in space there is none. Hyperloop is designed to run in 100 Pa air pressure. (one atmosphere is 100,000 Pa) so there will be gas in the tube in case of hyperloop but with very low pressure.
Also ET3 is intended to run with gas in the tube but the envisioned pressure there is 0.1-0.01 Pa.
