Of course the hyperloop principal would also work in standard atmosphere. This is basically the principal of the french aero train. A development from the 70ies.
An air bearing could be slightly cheaper than a maglev bearing but as soon as you need a linear motor for propulsion you anyway have to build an iron core in the guideway. So if it is there anyway you can use it for levitation like in case of transrapid.
If you don´t use linear motors and instead use a Turbo fan for propulsion then the air bearing definitely would be cheaper. In this case you only need a well aligned concrete surface as guideway. If the fan is powered electrically - why not?
